Data protection

The following information on data protection applies to the service-bw website with the server addresses http://www.service-bw.de and http://service-bw.de.

The website is to be classified on the whole as a telecommunication service, which is subject to the provisions of the Telemediengesetz (TMG) (Telemedia Act). You can switch over to using the portal in accordance with § 13 Para 4 No. 3 TMG, which protects against third parties obtaining any knowledge from the user's use of the teleservice, by clicking on Encryption in the footer of each page.

If you would like to contact the service, there is a contact form in which in addition to the email address also other personal data of the sender can be input in a comments field. The processing of this data is subject to the following legal requirements. The requirements of the Landesdatenschutzgesetz (LDSG) (State Data Protection Law) apply to the input data. The contract form is to be classified as a telecommunication service, which is subject to the provisions of the of the Telemediengesetz (TMG) (Telemedia Act). If information is input into the comments field, for which special data protection requirements apply, these are taken into account.

The employees entrusted with the processing of personal data and who belong to the Federal State of Baden-Württemberg are bound to data secrecy in accordance with § 6 LDSG, the employees of the commissioned companies are bound to data secrecy in accordance with § 5 Bundesdatenschutzgesetz (BDSG) (Federal Data Protection Act).

Generally processed data

For statistical purposes and for the permanent improvement of the website, the following data are logged anonymously each time the web-server is accessed:

  • Date and time of the request;
  • The access method/function required by the request;
  • The input values transmitted by the request (e.g. the target file);
  • The name of the requested file;
  • The client software used for the request;
  • The access status of the web-server (e.g. transmit file, file not found, command not executed).

The log data are stored for a period of three months and then deleted. There is no logging of the IP-address used for the access.

Special web analysis to improve the usability of Service-BW

In addition, we are participating in a statewide project for the web analysis of websites. To do this, we will collect pseudonymised data from visitors to our  website.

Email security

In the case of sent emails, the email address and the request sent in the email is only used to process the request. Only the civil servants have access to personal data. For this purpose, it might also be necessary to send the email to the responsible authority e.g. to a municipality.

Please note that your message to us using the contact form is not encrypted. Without encryption, it cannot be excluded that third parties can gain access to the information. If it is evident from your notification that you would like a reply, then we will assume that you will agree to a reply by means of an unencrypted email, if the contents of our reply also do not require encrypting.

No active components required

To be able to use the "service-bw” portal, neither cookies, Java applets nor ActiveX controls are required. JavaScript is only used in connection with AJAX (Asynchronous JavaScript and XML) when searching to make the input of the search term for the user more convenient. If the user has deactivated JavaScript in the browser settings, this additional support does not apply; the search function itself is not restricted by this. In addition, JavaScript is used to display the corresponding input fields immediately when inputting a comment in "Ideas, Questions, Criticism?" Here too, the additional support does not apply if JavaScript has been deactivated. After all the statewide web analysis also uses JavaScript. Fewer accesses are counted if JavaScript is deactivated, however the function of the page is not restricted.

The pages of the website contain links to other internet websites. Such links can be recognised by the fact that when passing over the link with the cursor, their appearance changes (normally from an arrow to a hand). When carrying out external links a new browser window is opened. The Federal State of Baden-Württemberg does not assume any liability for foreign contents of internet pages which can be attained via the service-bw website. The links are only checked and assessed tentatively before integration. It is neither intended nor is it possible to carry out a continual check of the contents.

Data Protection Measures and Security Measures

The servers for the website are operated by T-Systems International GmbH in a high-security data processing centre in Germany. Detailed security concepts have been prepared for the building, the technical infrastructure, the operation and the application software. Their up-to-datedness and their specific implementation are continually examined. Likewise a data protection concept was drawn up for the processing of all personal data which complies with legal provisions.

The Federal State of Baden-Württemberg recommends using antivirus protection programs as well as a personal firewall depending on the internet access and points out the safety information of the Bundesamt für Sicherheit in der Informationstechnik (BSI) (Federal Agency for Safety in Information Technology) under http://www.bsi.de.
